About DavisStirling.org
A free reference for California HOA law: the full text of the Davis-Stirling Act, the court decisions that interpret it, and the connections between them. No ads and no accounts.
What is here
- All 233 sections of the Davis-Stirling Common Interest Development Act (California Civil Code §§ 4000–6150), as retrieved from California Legislative Information. Each section page shows when it was retrieved and when it was last amended.
- 189 California and federal court decisions interpreting the Act, with full opinion text from CourtListener.

Who it is for
California HOA managers, board members and homeowners, and the people and AI assistants who help them.
How it is made
- The law, verbatim. Statute text comes from California Legislative Information and opinion text from CourtListener. Every quotation the site shows is checked automatically against that text whenever the site is rebuilt.
- Connections show their evidence. A cross-reference comes with the sentence that makes it. A case linked to a section comes with the court’s own sentence citing it, wherever the opinion has one.
- Case summaries are written by AI. They were drafted and reviewed by AI models under an adversarial review process, and checked against the opinions. They are labeled as DavisStirling summaries, not the court’s words, and no attorney has reviewed them.
- Other written material is drafted with AI. Section titles, topics, explainers and walkthroughs were drafted with AI, and not all of them have been reviewed by a person. They are kept separate from the law’s own text.
- Former section numbers. Section numbers from before 2014 are matched to current ones using the California Law Revision Commission’s table for AB 805, the 2012 law that renumbered the Act.
- Kept current. The statute text is retrieved again after each year’s new laws take effect, and the changes are recorded.
